American Crafts MiniMarks Calendar Rub-on Transfer BookAmerican Crafts describes the MiniMark sets as containing a "transfer tool and over 65 accents or over 270 alphabet and numbers."

The flat end of a wooden cuticle stick also makes a good transfer tool in case there are some worker bees helping.

The product description page for the American Crafts MiniMarks Calendar Rub-on booklet only gives the sheet size; but I enlarged the image to full size and the numerals appear to be 1/4 inch - exactly the size you're seeking.

As for how many numerals are included, it appears that there are at least 20 of each number from 1 to 31. There may be more (based on the 270 quoted above).

My conservative guess is that the booklet would give you enough numerals for up to 31 tables with up to 20 guests per table. That should do.

My only concern is that transferring so many numbers by hand will be very tedious and there may be mistakes. You might consider having a hand calligrapher (or talented friend) do the job the old-fashioned way. Hand lettering is very popular these days. You probably wouldn't have to look far to find someone.
